It ain’t easy being the police chief of a sleepy California burg. Especially not if the city fathers deliver you with what seems to be an untenable ultimatum: Rid the town of criminals within two weeks, or pack your bags and go. What’s a beleaguered lawman to do? Why, press your traffic cops into service tracking and arresting villains, and enlist a cadre of civilian recruits to cover traffic duties.
