In the city of angels, a mayoral candidate (Robert Hanley) is kidnapped by a bunch of goons led by a drug runner named Cavanaugh (Wings Hauser), and the candidate’s wife (Lenore Kasdorf) is attacked but survives. Ex-cop turned bounty hunter Ruger (Sybil Danning) wants in on the case to settle the score between her and Cavanaugh, the perp that got away with killing her partner. Ruger teams up with the wife, who can ID one of the kidnappers, and ends up using her as bait to catch Cavanaugh and exact some revenge. Besides being in the drug biz, the crazy Cavanaugh is an aspiring artist, and has his girlfriend (played by Maxine Wasa) to pose topless multiple times while he paints. We can see why - Maxine’s beautiful breasts are a work of art!
