Too Good to Be True (1997)

A police officer becomes infatuated and eventually romantically involved with her partner. The partner is killed in the line of duty and, completely devastated, the officer retires from her post and succumbs to a life of romantic solitude. During this time she has a recurring sex dream about an unknown handsome man. Then one day she meets someone in real life who very closely resembles the man in her dreams. But she begins to wonder if maybe this man is the one who killed her partner, and perhaps has her next on his hit list.

Trish Ramish, playing Catlin, shows her hooters a couple of times in the TV movie. The first time with another woman in a steam room while spread out on a towel, and then another time while getting her stocking clad legs licked by a man. With her combo of blonde hair and big jugs, she’s too good to be true.
