The Killing Hour (1982)

The unlikely team of a police officer and a TV reporter work together in The Killing Hour (1982) to hunt down a serial killer. The murderer first handcuffs his victims, which is graphically illustrated by tiny-topped Olivia Negron, whose itsy-bitsies are the skin-point of a very disturbing thriller. A cute clairvoyant played by the skingy Elizabeth Kemp helps the pair track down the killer. Of course they both fall hard for her. They must have seen her shower scene in He Knows You’re Alone (1980), her only onscreen nudity.
