Coming Down the Mountain (2007)

A teenager grows to resent the attention lavished on his disabled brother in Coming Down the Mountain (2007). David (Nicholas Hoult) and Ben (Tommy Jessop) have always lived in London until their parents decide to move the family to Derbyshire so Ben can attend a special school for kids with Downs Syndrome. Ben does great in the new setting, but David has trouble fitting in and is constantly bullied.
