The message is that a moody and incorruptible stranger will one day trudge into town. He will take a look around. He will assess the situation. He will devise a course of action. When his swift and merciless attack is complete, all the crooked ambitions and evil visions of the criminal mayor and his hired thugs will lay bleeding and dying in the settling dust.
