The Devil's Carnival (2012)

If you like your horror films filled with whimsical moments of songs, then The Devil’s Carnival (2012) will thrill you to no end. The manic movie follows three people—John (Sean Patrick Flanery), a dude who committed suicide due to his inability to deal with the tragic death of his son; Miss Merrywood (Briana Evigan), an obsessive collector of exotic trinkets, and Tamara (Jessica Lowndes), an innocent chick shot to death by her boyfriend—all who have recently died and have been sent to hell. Together, the mish-mashed trio are sent to the titular location where they cross paths with an assortment of odd individuals, including the Devil himself (Terrance Zdunich). Carnivals are more enjoyable when topless women are involved, especially when Briana Evigan bares some boobage while being whipped and lashed. This is Mr. Skin’s vision of hell!
