Sam Miller (Troy Garity) is also trying to bring the Mayor down, but the best he can come up with is a tape that shows Kane’s hands shaking.
Mona (Sanaa Lathan) discovers the hidden cameras planted in her home and sends them back to Kane, while Darius (Rotimi) continues his downward spiral by getting hooked on heroin. Emma (Hannah Ware) confronts Ian (Jonathan Groff) about being her half-brother, but he is completely fine with keeping it all in the family.
Mayor Kane’s marriage is strained at best, but Meredith (Connie Nielsen) is still unaware that he hired the shooter that nearly killed her. Still, when she is assigned to grease the wheels with the new Alderman, she ends up greasing his dong on a yacht instead. Only a hint of sideboob is visible, but there is plenty of thong-clad buttage as they get the boat a rockin’. All aboard!
Zajac (Jeff Hephner) is determined to free himself from the control of Mayor Kane (Kelsey Grammar), and he may have a chance when an unscripted interview sways voters in his favor. Kane is quickly losing all of his allies, and is even more in the dumps when Gov. Cullen (Francis Guinan) hands him a $10 million bill for the riots. Now he is forced to form an alliance with his old enemy, Alderman Ross (James Vincent Meredith), in order to push through a bond measure that will fix the budget.
Emma (Hanna Ware) is trying to get clean, but when she breaks down over some booze her possible half-brother Ian (Jonathan Groff) is there to keep her clean. She repays him by getting dirty in the bedroom with a long sex scene that gives great looks at her terrific tatas and tush. Meanwhile her drug-dealing boyfriend Darius (Rotimi Akinosho) is peeping through the window and gets an eyeful of her cheating cans. Can you blame him?
Mayor Kane (Kelsey Grammer) is beating back the physical symptoms of his illness thanks to high doses of a new medication. But even though the drugs are stopping the progression of the disease, they are also causing psychological fallout. With the end of his career looming, Kane wants to leave a positive legacy, but with all the corruption he’s supported over the years it is going to be a tough battle.
Back at home, Meredith (Connie Nielsen) finds the secret recordings of Mona (Sanaa Lathan) on Kane’s computer, and is worried about his new obsession. So she heads right over to the city office and reasserts her power by undermining all of Mona’s decisions.
Meanwhile Zajac (Jeff Hephner) continues to get more ass than a donkey farm by hooking up with a hot government attorney (Marin Ireland). She tells him she's dropping all charges against him, and then drops all her clothes too for a hotel room hump session. That attorney T&A will have your penal code rock hard!
Mayor Tom Kane (Kelsey Grammer) learns that the man who tried to assassinate him is a Vietnam vet named Chad Langley, but he may just be a patsy. The good news is since Meredith (Connie Nielsen) was injured in the shooting, public goodwill for the Mayor is at a new high. But when Tom tries to have a reconciliatory family dinner with Meredith and Emma (Hannah Ware), they are not interested in his peace offering.
Kitty (Kathleen Robertson) is heading up Senator Walsh’s (Amy Morton) campaign against her former lover Zajac (Jeff Hephner). Over at Darius’ (Rotimi Akinosho) drug dealing operation, new kilo cutie, Roxie (Derin Adesida), has been hired to bag up the devil’s dandruff. She has to be in her birthday suit while measuring out the illegal drugs to prevent theft, but her dime bags are pure and un-cut!
Boss Kane (Kelsey Grammer) is back, and his degenerative mental condition has left him limited time to cement his legacy. His final project is to push through his O’Hare airport expansion at any cost.
Meanwhile his daughter Emma (Hannah Ware) continues to waste away in prison after being arrested with her drug dealer boyfriend. Her mother Meredith (Connie Nielsen) comes in for a brief visit, but it’s less to comfort her child than it is to try and get some inside dirt on Kane.
Zajac’s (Jeff Hephner) political ambitions are being run by his wife Maggie (Nicole Forester) and secretly orchestrated by Kane, so his only outlet for stress relief may be back in Kitty’s (Kathleen Robertson) arms (or elsewhere on her body). Since she’s knocked up with his child, they definitely have a few things to discuss. As Kitty sizes up her still flat belly in the mirror, we get the best look yet at her bodacious baby-feeders and then her buoyant buns from the back. Those boss boobs will make you rise to power!
The toxic chemical dump in Bensenville continues to damage the reputation of TIT-ular Boss Tom Kane (Kelsey Grammer). With the help of the police, he manages to dig up some dirt on Dr. Reyes, whose report implicated him. She is forced to retract her statements, but shows how she really feels by later spitting in Kane’s face.
Zajac (Jeff Hephner) decides to run for Mayor instead of Governor and pretty bitty Kitty (Kathleen Robertson) has to decide where her loyalty lies. Alderman Mata (Ricardo Gutiérrez) secretly meets with Alderman Ross (James Vincent Meredith) to discuss switching sides against Kane. When contractor Moco Ruiz (Joe Minoso) learns about the meeting and the effect it will have on his business, he has Mata buried alive under one of his construction sites.
Emma (Hannah Ware) goes to Darius’s (Rotimi Akinosho) neighborhood to talk to him and ends up in the middle of a shoot out. As they hide from the attack they release some endorphins by knocking boots against a wall. Emma reveals a quick peek at her pale tail. That booty will having you firing off some shots of your own!
The construction has revealed a secret waste dump that’s contaminating the local water supply. The Mayor’s office is handling the cover up by saying the toxic water is in the neighboring city of Bensenville, not Chicago. Kane (Kelsey Grammer) proves he is top dog by going to the bathroom and then shaking dirty hands with dissident Alderman Mata (Ricardo Gutiérrez). The city council is fed up with Kane’s manipulation and contract rigging, and wants a new Mayor that will not rule with such an iron fist. Outraged, Kane chokes his mistress Debra (Jennifer Mudge) for accidentally giving documents out to reporters. We’ve seen Debra naked, and the only thing that should be choked is a chicken!
The Aldermen and Governor Cullen (Francis Guinan) try to convince Zajac (Jeff Hephner) to drop out of the governor’s race and run for Mayor against Kane.

To learn the true extent of his mental lapses, Kane sets up a webcam in his office to record his behavior. Zajac (Jeff Hephner) shows his human side when he appears truly concerned with the well being of his farmer constituents. But a more pressing concern is plowing Kitty’s (Kathleen Robertson) field. As Kitty gets dressed, she bares her beautiful buns, which convince Zajac he wants another roll in the hay.

The reality of his illness is starting to sink in as Kane continues to have lapses. He goes to see his father-in-law, ex-Mayor Rutledge (Anthony Mockus Sr.), and his caretaker Debra (Jennifer Mudge). To push his O’Hare project through, Kane (Kelsey Grammer) attaches the burial ground removal proposal to a trash removal bill. The only things he has to live for are his job and prestige, so he decides to hide his illness for as long as possible.
