Embittered over the drug-related death of his daughter, U.S. agent Nick Allen (Williams) teams up with an underwater warfare expert (Pryor) to seek vengence against a group of drug smugglers in Marseilles. Overly detailed and lengthy at times, but more-than-exciting action and witty dialogue help to keep this one moving.
